Brownfield Success Story: Federal Courthouse in Sacramento, CA

The Federal Courthouse, located in Sacramento, represents the current ongoing transformation of the city’s downtown area. The three-acre Federal Courthouse site consists of approximately 2.5 acres of City of Sacramento property and a half-acre area of the former Southern Pacific Transportation Company (SPTCo), Sacramento Station Study Area (SSSA).

The City of Sacramento’s portion of the Federal Courthouse site was used for maintenance and repair, fueling and parking for City vehicles. The half-acre SSSA portion of the site was used as a freight depot. The west wing of the freight depot was demolished in 1994 when 5th Street was added as part of the Federal Courthouse project. The east wing of the depot is being restored as office space.
Investigations at the site found fuel, motor oil, petroleum hydrocarbons and lead in the soil.
The half-acre SSSA portion of the site was cleaned through a Remedial Action Plan issued by the Department of Toxic Substances Control (DTSC) in December 1989 and cleanup was completed in May 1994. The remaining 2.5 acres of the site were cleaned up through a Voluntary Cleanup Agreement between the City of Sacramento and DTSC (issued in June 1994,) for cleanup of soil contamination. This cleanup was completed in June 1996, in coordination with foundation work associated with the Federal Courthouse. Approximately 9,000 cubic yards of contaminated soil was excavated and appropriately disposed of off site.
A deed restriction was placed on the property in July 1995, prohibiting extraction and use of groundwater. Groundbreaking for the $142 million, 380,000 square-foot Federal Courthouse building in August 1995, marked the first new federal building to be constructed in Sacramento since 1961 and the largest construction project in the City of Sacramento’s history.
